አዲስ አበባና የፈረንሳይዋ ግራንድ ሊዮን ከተማ በጋራ ለመስራት ተስማሙ

(ኢዜአ)- አዲስ አበባና የፈረንሳይዋ ግራንድ ሊዮን በከተማ ልማት ስራዎች ዙሪያ በጋራ ለመስራት ተስማሙ።

የፈረንሳይ የልማት ድርጅት በኢትዮጵያ ሥራ የጀመረበትን 20ኛ ዓመት አስመልክቶ “ዘላቂ የከተሞች ግንባታ ፕላን ዝግጅትና ትግበራ” በሚል መሪ ሃሳብ ከባለ ድርሻ አካላት ጋር በመዲናዋ ተወያይቷል።

ከኢትዮጵያ ልማት ጥናት ኢንስቲትዩት ጋር በመተባበር በተዘጋጀው ውይይት አዲስ አበባና የፈረንሳይዋ ግራንድ ሊዮን በከተማ ልማት ስራዎች ዙሪያ በጋራ መስራት የሚያስችላቸውን የሁለትዮሽ ስምምነት ተፈራርመዋል።

ስምምነቱን የፈረሙት በአዲስ አበባ ከንቲባ ጽህፈት ቤት የካቢኔ ጉዳዮች ሃላፊ አቶ አሰግድ ጌታቸው፣ የሊዮን ከተማ ዓለም አቀፍ ጉዳዮች ዳይሬክተር ሚስተር ፓትሪስ ዴብዤ እና በፈረንሳይ የልማት ድርጅት የኢትዮጵያ ዳይሬክተር ኢኛስ ሞንካም ዳቬራ ናቸው።

የከተሞች እድገትን ለማስቀጠል ምን መሰራት ይኖርበታል

የከተማ ልማትና ቤቶች ሚኒስትር ዴኤታ አቶ ደምሴ ሽቶ ባደረጉት ንግግር “የዕድገታችን ሞተር የሆኑት ከተሞቻችን ዕድገት ዘላቂ እንዲሆን የመሰረተ ልማት ዕጥረት፣ የአገልግሎት ሰጪ ተቋማት አቅም ውስንነት፣ የስራ እድልና የቆሻሻ አወጋገድ ችግሮችን መፍታት አለብን” ብለዋል።

በአገሪቷ ባለፉት አምስት ዓመታት በተለያዩ የሥራ መስኮች ከሚያስፈልገው የሰው ሃይል ከተሞች 15 በመቶውን በማቅረብ ለዓመታዊ እድገቱ የ38 በመቶ ድርሻ በማበርከት ተከታታይ የኢኮኖሚ እድገት እንዲመዘገብ ትልቅ አቅም እንደነበሩም ተናግረዋል።

በኢትዮጵያ የከተሞች እድገት በየዓመቱ ከአምስት በመቶ በላይ እንደሆነ ገልፀው በዚሁ ከቀጠለ ከ30 ዓመታት በኋላ ከአገሪቷ ህዝብ 40 በመቶው ወይንም 54 ሚሊዮን ያህሉ በከተማ እንደሚኖር የሚያሳይ ትንበያ መኖሩን ነው የተናገሩት።

እንደ አቶ ደምሴ ገለጻ ከተሞች በፍጥነት እያደጉ ቢሆንም የከተሞች ፕላን፣ የመኖሪያ ቤት ፍላጎት፣ የፍሳሽና ቆሻሻ አያያዝ፣ የሰዎች ፍልሰትና ሌሎች ፍላጎቶች በሚገባ እየተፈቱ ካልሄዱ የከተሞቹ እድገት ወደ ኋላ ሊመለስ ይችላል።

ለዚህ ደግሞ በእድገትና ትራንስፎርሜሽን እቅዱ መሰረት የተቋማትን የመፈጸም አቅም ከማሳደግ ጎን ለጎን የስራ እድል ፈጠራ፣ የመሰረተ ልማት ዝርጋታ፣ የግብርና ምርቶች ማቀነባበሪያ ኢንዱስትሪ ልማትና ሌሎች ተግባራትን በሚገባ መከወን ያስፈልጋል።

በኢትዮጵያ የከተሞች የስራ አጥ መጠን 15 በመቶ መድረሱን የተናገሩት አቶ ደምሴ አሁን ባላቸው እድገት መሰረት በመጪዎቹ 15 ዓመታት ስድስት ሚሊዮን የስራ ዕድሎችን መፍጠር ያስፈልጋል፤ የመኖሪያ ቤት ፍላጎትም በአምስት ሚሊዮን ይጨምራል ብለዋል።

የፈረንሳይ መንግስት ድጋፍ

በኢትዮጵያ የፈረንሳይ አምባሳደር ፍሬድሪክ ቦንተምስ በበኩላቸው መንግስታቸው በኢትዮጵያ የከተሞችና የሃይል ልማት እንዲሁም ለግል ባለሃብቶች ድጋፍ በሚደረገበት ሁኔታ ልዩ ትኩረት አድርጎ አየሰራ እንደሆነ ተናግረዋል።

የፈረንሳይ የልማት ድርጅት የከተሞችን መሰረታዊ ፍላጎቶች ከመመለስ አንጻር በተለይም በንጹህ መጠጥ ውሃ፣ በሃይል ልማት፣ በከተሞች የትራንስፖርት መሰረተ ልማት ዝርጋታ፣ በቆሻሻ አወጋገድና በከተሞች ፕላን ልዩ ድጋፍ ማድረጉንም አስታውሰዋል።

አምባሳደሩ እንደሚሉት በድርጅቱ የኢትዮጵያ የሃያ ዓመታት ቆይታ ለሃምሳ የልማት ፕሮጀክቶች የ522 ሚሊዮን ዩሮ የገንዘብ ድጋፍ በማድረግ 455 ሺህ ዜጎች ንጹህ የመጠጥ ውሃ እንዲያገኙ፣ የተሳለጠ የከተማ ትራንስፖርት አስተዳደርና ሌሎች ስራዎች ድጋፍ ተደርጓል።

አገልግሎት በመስጠት ላይ ላለው አሸጎዳ የንፋስ ሃይል ማመንጫ፣ ለቦሌ ዓለም አቀፍ ኤርፖርት ማስፋፊያ፣ በአፋር ክልል በመልማት ላይ ለሚገኘው የከርሰ ምድር ሃይል ማመንጫ፣ ለአየር መንገድ ሙያተኞች ማሰልጠኛ፣ ለአትክልትና ፍራፍሬ ላኪዎችም ድጋፍ ሰጥቷል።

በመድረኩ የኢትዮጵያ ከተሞች አስተዳዳሪዎች፣ ባለሙያዎች፣ ምሁራንና ባለድርሻ አካላት የተሳተፉ ሲሆን በከተሞች መስፋትና ፈተናዎች ዙሪያ ጥናቶች ቀርበው ውይይት ተደርጎባቸዋል።

    Roller-compacted concrete (RCC) is an ultra-tough, zero-slump concrete with
    compressive strengths greater than 4,000 psi. It is placed with asphalt pavers to form
    a nonreinforced, concrete pavement. RCC successfully and economically combines

    Roller Compacted Concrete (RCC) is the optimal pavement construction solution for local streets and roads. In this video, hear how RCC’s installation and maintenance costs are lower than asphalt, as it provides for a more durable pavement solution. RCC is ideal for the urban environment as it allows for roads to be quickly reopened for traffic in as little as one day.

    This video explains how RCC got its start in the seventies and how its use has evolved through the years to other applications such as dams, parking areas, distribution areas, highway shoulders, industrial pavements, and now — with innovations in mix designs, new equipment and grinding technology — local streets and roads.

    Andy Johnson of the South Carolina Department of Transportation explains the success his state has had with RCC on road construction projects since 2003. To date, he has worked on numerous projects with very favorable, cost-effective results. He exemplifies this by describing how in one specific project, it took only 15 days to complete a one-mile long, 4-lane wide rehabilitation which required milling 10 inches of the existing surface and replacing it with RCC. It would have taken 33 days to complete had asphalt been used. In other words, using asphalt would have doubled the construction time, further impacting access to local businesses.

    In terms of construction costs, RCC is typically equal to or as much as 20% lower than asphalt, depending on the project. Additionally, the life cycle costs of RCC when compared to asphalt are about 30% lower.

    The basic ingredients of RCC are the same as for conventional concrete: sand, aggregates, cement, and water. Mix designs may vary based on the job application. Mixing is usually done on or near the work site, and is delivered in dump trucks. RCC is placed much drier than conventional concrete, which results in higher compressive and flexural strengths. It is placed with asphalt pavers, and then compacted with rollers. It needs no forms or reinforcing steel. Placement is straightforward: mix it, place it, compact it, and cure it.

    Not only is RCC the optimum choice for pavements, but it also supports sustainable development. RCC pavements provide high solar reflectivity, which helps mitigate the urban heat island effect
