To: His Excellency Congressman Donald M.Payne

I commend your effort to promote democracy in Africa in particular in Ethiopia and your effort is well noted and being an African American, Ethiopians shall take your bill as a reminder for the concern expressed in the bill.

However Ethiopian people are now striving to come out and reverse, the long destruction and backwardness inflicted by their own people, by renewing a new renaissance more reaffirmed by the dawning of the new Millennium. Having said that, your concern well taken, whatever bill authorization you recommend in your political system let me assure you that it has no bearing on Ethiopia. Ethiopia as a sovereign nation has never bowed and will never bow to any foreign imposition. It is true that your government can influence World Bank, IMF and other international development partners to influence the assistance they make to the Ethiopian economic development, which really affect Ethiopia economic progress. Nevertheless let me assure that Ethiopia will not bow to any foreign imposition and will ride it out if the push comes to shove.

As an individual I am not saying the Ethiopian government is perfect and even by their own admission they have accepted responsibility for the human right violation they committed and it is advisable to work with them to rectify it and help them to achieve the desired outcome. Building a democracy in an overnight in a country where more than ninety percent of the population has no secured lively hood, no running water, electricity, chance for basic education and health care, is a formidable task. I commend the current government of their conviction and effort to provide education, health care and much needed infrastructure and spurring development through out the nation and this fact is well documented and verified by international organization.

Therefore such government should be commended and assisted to continue its endeavor, moreover advised and helped to correct its mistakes to build democratic institution instead of trying to alienate a government, which is also fighting international terrorism more than it's share, targeted to US interest that also engulfed Ethiopia.

Lastly your Excellency congressman there is no government perfect in this world even the mighty democratic US as you know, has racism hurting the minority to the core which is still alive and kicking. Therefore your Excellency it would be wise you devote your effort alleviating your constituent from such evil bigotry and again your concern is well taken and thank you.

Sincerely
Concerned Ethiopian
